It is my intention to do the Hubzilla update to 4.0 tomorrow (Monday, 8 April 2019). I expect it be done during the afternoon CEST (UCT+2), though I can't be more specific timing wise.
If the hub is down, check back in a couple of hours and all should be up again (I hope).
